Mass. Congressional Democrats Propose More Small Business Health Insurance Help

Comprehensive healthcare reform has been law for the fast two months, with a reconciliation package following it soon after. The legislation includes provisions that provide tax credits to small businesses that partially subsidize the cost of health insurance for their employees.

However, many businesspeople have worried that those measures didn’t go far enough. The National Federation of Independent Businesses–a major trade group–joining the lawsuit multiple state attorney generals have filed against the law does not help that perception. They believe that the costs will still be too high.

Acknowledging this issue, Massachusetts is taking the first steps beyond the federal law. Democrats in the State Senate are proposing a one-time tax of $100 million, levied towards hospitals. According to Therese Murray, the chamber’s president, those funds will go directly towards a fund that will reduce the out-of-pocket cost of small employers’ premiums.

Another relevant provision of the bill lets multiple small businesses work together and maximize their buying power through health insurance associations. The associations, of which there can be four with under 15,000 people each, should give them greater negotiating clout versus the health insurance companies. In addition, firms that provide wellness incentives to their employees will receive a 5 percent subsidy on their insurance costs, on top of the federal government’s subsidies.

The proposal, which also mandates greater disclosure of costs, passed the Massachusetts Senate on a pure party line vote. Murray is hoping that the state’s House of Representatives will also pass the bill, which supporters believe will save small businesses up to 15 percent on their group health insurance. During recessionary times, those funds would then be freed up for job creation. While a laudable goal, others are certainly skeptical.

Republicans in particular feel that it is a stopgap mechanism that does nothing to solve the problem of ballooning health care costs. If the state Congress reaches a consensus on a joint bill, Democratic Governor Deval Patrick will most likely sign it.

Banks Are Repossessing More Houses Leading To Spiking Of Vacancy Rates

The number of vacant homes ready for sale increased in the 4th quarter of 2009 with banks repossessing more houses. The vacancy rate shot up by 2.7% from 2.6% noted in the 3rd quarter according to US Census Bureau. Vacant houses are now numbering 2.09 million in the market having gone up from the previous figure of 1.99 million.

The number of vacant houses increased while those listed with brokers decreased. The survey includes those bank repossessed home for sale sans realtors. It is apprehended that foreclosures would touch 3 million in the current year – exceeding the previous record of 2.82 million noted in 2009 according to RealtyTrac.

Patrick Newport of HIS Global Insight of Lexington in Massachusetts said, “The vacancy rate captures all the properties that are being held off the market by banks, so it shows how much excess inventory there really is.”

During the 3rd quarter about 4.5% of all the mortgaged residences in the country were in foreclosure. It is the highest number since the last 37 years that the Mortgage Bankers Association has been tracking mortgages. Out of ten mortgages one is lagging behind in payment. This rate was 2.9% both in the 1st and 4th quarters of 2008 – the highest in census noting since 1956.

In the 4th quarter there were 18.9 million empty houses – the numbers being inclusive of those homes that were up for sale and vacation unit. It is an increase from 18.8% noted in the 3rd quarter. The ownership rate of residential houses went down from 67.2% to 67.6%.

The Census Bureau includes in its work counting of foreclosed house taking in numbers of vacation homes. The latter are not occupied round the year. Some are being renovated while others are involved in legal wrangles. In the 4th quarter there were 7.69 million empty units in comparison to 7.65 million during the previous quarter.

Within the foreclosure group are counted those empty homes that are up for sale or to be rented. Owner occupied homes that have not yet been vacated are also considered to be vacant.

To spur on purchasing of foreclosed units the government has been offering many incentives – including tax credit. This led to an increase of sales by 4.9% in 2009 – it being the first climb upwards since 2005 according to the findings of National Association of Realtors.

This has come due to the massive technological advances in the last decade in the field of musical technology. You can now at a click access your favourite music legally and free of charge via various video hosting sites and it is a massive form of marketing now.


Production takes place in many a bedroom and have become very accessible to those with very little musical knowledge due to the relatively simple midi based software packages that have saturated the market. These have made music production much more accessible than previously and with many global forums you can share your music and potentially distribute it with great ease.


The digital age has rendered other formats almost obsolete. As the CD killed off the cassette in one foul swoop, CD is now on the edge of extinction being replaced by an array of audio files. The death of CDs has been slower than the predeceasing format, this might be accounted for because the retailers buying from the music industry still need to sell products and there has been no next generation product that can be bought over the counter to replace CDs.

This again is under attack by products such as the Tonium Pacemaker, which is the size of a Nintendo DS, however holds 120gig, about 3000 hours work of music.
